Developer Dividend who owns the old Santa’s Village property is proposing a “life care” concept with residential housing and apartments for senior citizens. The Scotts Valley City Council is opposed and some suggest it would be better to put a conference center there for better revenue generation. Other arguments against proceeding include whether growth in this area will be sustained through the build-out or is there too much competition. Also concerns ere raised about an influx of older residents in a town that already has a significant senior population. next step is another presentation to the Council before proceeding to the Planning Commission.
