Scotts Valley City Council is seeking ways to protect the Tree Circus currently on Scotts Valley Drive and created by Axel Erlandsen. The tourist attraction has been closed for many years and the trees are in need of care. Proposals being considered include granting current property owner Bob Hogan a variances to provide protection of the trees and transfer of development rights to the city to make it into a park.
