Phoenix pavilion on Cedar Street and Locust Street

The white structure in the background is a pavilion (tent) located on Cedar and Locust Streets. Pacific Avenue is the street in the front. Between 1989 and 1993, large pavilions were used to house displaced businesses while buildings were reconstructed.
