Supervisor districts juggled

New supervisorial district lines approved after a 3-2 vote. The 1st and 4th district supervisors voted against the new lines due to the proposal's lack of concern for the 'community of interest' of particular areas and its result of leaving the fastest-growing district (the 4th district) with the largest population. The supervisors who voted yes refused to vote for any changes to the plan that do not follow census lines.
