The writer says that both of those times make perfect sense knowing the person Tom McHugh is. The editor notes that Tom has lost all the political races he has joined and he is always pointing out waste in government. The Editor hopes Tom will stay active in politics for as long as possible even if he never wins as he is an important voice and champion of the people.
