Back-to-back storms in only a few days changed conditions in Santa Cruz from discussions about water-conservation measures, to flood preparations. The San Lorenzo River underwent a dramatic transformation from trickling waters, to raging currents and logs. Emergency workers and preparations are in place in case of flooding. The dramatic damage resulting from the 1982 storms are mentioned as officials closed several bridges in preparation for debris removal by crane. Debris were already removed during a 45 minute closure of the Highway 1 bridge. The Soquel Bridge is still under repair from 1982. Nearly 2000 PG&E customers in Santa Cruz County lost power, and several roads are blocked, after the series of storms. In 1982, a major transmission line failure caused 90,000 customers to lose power, though this year in 1986, there are many individual outages. The river flow rates across the county are being closely monitored and remain manageable.
