Board could shelve plan to open library branches on Sunday

Various projects and setbacks have prevented the libraries from potentially opening for selective hours on Sundays, which at the time only the Central Branch was doing--that is, until they needed to close for asbestos removal
- Extra costs have made it difficult for them to hire new employees, remodel branches, add bathrooms and other facilities to sites, etc.
- Turner believes that opening other branches on Sundays would still cost a decent amount, would not be cheap
