S. C. Alien Order Is Cleared

Full clarification of the new alien rulings -- greatly favorable to Santa Cruz city and the entire local coastline from Laguna creek to Carmel river -- were made public today.

All Italian and German aliens, previously by federal order prohibited from an area including most of the city and all immediate coast territory inside the Coast road and Watsonville highway, may return to that once-banned section -- subject to curfew and other restrictions.

According to official word of Lieut. Gen. John L. DeWitt, commanding general of the western defense command and fourth army, there has been an "elimination of prohibited and restricted areas within the western defense command."

REVOKE

This revoked the previous order prohibiting all German and Italian aliens from residing in or entering nearly 100 designated areas in the state, including the entire Monterey Bay coastline.

The new order, however, still bans German and Italian aliens from naval, military and other installations.

Japanese, all of whom have been evacuated from the coast, remain banned.

Under the new order, curfew residence and travel restrictions still remain in effect against German and Italian aliens.

This means they may not go more than five miles from their homes, without special permission, except when going to and from places of work. They must always follow the same route then. They must be in their homes by nightfall.

DAVENPORT

Greatest aided under the new order are the hard-hit artichoke and brussels sprouts areas around the Santa Cruz side of Davenport. Hard hit by shortage of labor, they will welcome the returning Italians who may mean the difference between a profitable and disastrous year.

The returning Italian and German aliens may now come into the city of Santa Cruz to purchase, a need sadly felt by both sides during the prohibited period. Pacific avenue had been in taboo territory previously.

Even under the new order the aliens may not fish commercially, affecting many wharfmen. They are allowed on the wharf, it was said, but according to Coast Guard order, no alien is allowed to take a boat out.

Even those previously exempt from the prohibited orders through sons in the armed services were not allowed to fish.

The new order makes available several thousands badly needed farmhands, through the western defense command.

Specifically, the aliens must be in their homes from 8 p.m. to 6 a.m. the next day under curfew orders."
