Board rejects library sleeping ban

Trustees defeated a measure that would outlaw using the library as a place to sleep
- This proposed ban was part of other changes in conduct at library:
- workers will be able to seize backpacks left unattended
- suspend patrons for over a year for multiple violations of rules
