Agreement between the city of Capitola and the county:

- the city is to set aside redevelopment money to build a new branch by 2018
- the county will staff the new building at the same level as Aptos library
- Capitola will lease the building to the library system for $1 a year under this agreement

Some barriers remain that might make it difficult for them to acquire all of the redevelopment funds they need for the new branch
