This article describes the financial losses of Noorudin (Noor) Billawala. Billawalla owned 325 acres of land in the Scotts Valley area that included Santa’s Village, Cavalcade Ranch and land along Glenwood Drive. According to this report the land along with his Saratoga family home was retaken by creditors after having been denied a permit to develop his land by the Scotts Valley City Council.
