A visit to beach development 'that couldn't be built today'

This article includes photos and description of development of 120 units of housing called the Monterey Dunes Colony. The project was approved weeks before California voters approved Proposition 20 creating the Coastal Commission that, the article states, would have blocked such seashore development. The Landtec Corp. of Palo Alto agreed to build only 120 units, rather than the initially proposed 450 units, in order to gain approval from the Monterey County Board of Supervisors.
