It was originally\npublished in the City of Santa Cruz's \"City Quake Report; a special report to Santa Cruz City employees.\" December 1989\npp.2-3.]\nTuesday, October 17, 5:04PM, 15-second earthquake!\n\n5:05PM:\n[Note: Times are only approximate. Initials stand for the individual making the entry, followed by their department.]\n(E.E.—Fire) Contacted all fire, police, water and public works radio channels and took control of the city. Within minutes\nof the earthquake, we were already thinking about potential \"second disasters\"—possible failure of Loch Lomond Dam,\na major gas line rupture and potential sparking and fires. Immediately requested conditions of natural gas mains, the\ndam, water lines, and main traffic arteries (for rescue response purposes). Called for all assigned staff to open the\nEmergency Operations Center (EOC) at Fire Station #2.\n(W.P.—Fire) Removed trucks to the outside of fire stations. Major area of Pacific Garden Mall was managed by regular\nstaff. Dispatched fire engines for quick survey of downtown area. Based on prior surveys from the building department,\nwe knew downtown would be the most hazardous area. Saw heavy column of smoke from south of Laurel and\ndispatched one engine there.\n(J.F.—Public Works) Saw puffs of smoke from Laurel Street area and huge dust clouds in the Mall area. Some people\nwere still in the office. I grabbed all the engineers and dispatched them to start inspecting bridges. Headed with\nMcKinney to the EOC; traffic was already blocking streets.\n(J.M.—Police) I was flagged down by a woman who told me a man was trapped inside the comer house on Myrtle. Most\nof the house had collapsed and was off its foundation. I was only able to enter by breaking out the bathroom window.\nAn invalid, elderly man in his eighties was trapped inside. I pushed him through the open window to Officers B. and H.\n(T.R.—Police) I saw flames coming from Myrtle Street and when I arrived the house that was burning had collapsed with\nthe porch caving in. People were screaming that a woman was trapped inside that there was a gas leak. The back kitchen\ndoor was jammed, but I managed to kick it in. A woman in her seventies was pinned behind a refrigerator. The house\nwas so badly damaged that the floor was up in the air at an angle. The refrigerator had slid across the floor and had\npinned her against the wall. I managed to get her out and lay her down on the front lawn and her neighbors came to her\naid.\n(R.L..—Fire) One engine company was dispatched from the Mall to Myrtle Street. Report of 2 victims trapped in house,\nfire was gas fed. With damaged water supply, gas fed fire and only 1 engine company, no entry could be made. We were\n\n1\n\n�lucky because it turned out that no one was inside. Entire area was permeated with the smell of gas. 20-30 citizens\nreported major damage; many citizens assisted us with evacuation, gas shut-offs, and fire control.\n(L.R.—Purchasing/Logistics) We ordered as many security people as possible from Pacific Security. One person began\nwithin 10 minutes. By 8:00PM, 14 people were on duty at the Mall. By October 18, an additional 20 were on board\nproviding around the clock security at the Mall.\n\n5:35PM:\n(W.P.—Fire) We walked Pacific Avenue to assess the extent of damage and number of possibly trapped people to\ndetermine where aid would be sent. I could see the collapse of the interior of Ford's from where we set up command at\nCathcart and Pacific.\n(M.M.—Fire) Went up the Mall checking on collapse buildings and sizing up any rescue efforts that would I needed.\nMany citizens were already feverishly working with one another on rescue efforts. I alerted them on the unsafe areas\nand went on down the mall with a bullhorn warning the people scattered about looking shocked that the area was\nhighly unsafe and to clear out. The Pipeline store was collapsed.\n(E.E.—Fire) Emergency Operations Center (EOC) at the Soquel Avenue fire station was in operation with phone lines\nworking and two staff members.\n(J.F.—Public Works) Public Works crews dispatched to check roadways for emergency vehicles and to patrol\nneighborhoods to shut off gas services.\n(P.B.—Fire) City fire engines responded to hundreds of calls within the first few hours dispatched through the County\n911 system. Fire and police dispatched to quadrants in city to survey for and respond to major building collapse and\nrescue.\n(B.K.—Water) Water crews were dispatched to repair main water lines to areas of the city to ready for any fire fighting\nneeds. R.H.'s voice answered at Graham Hill Water Treatment Plant phone in his very welcomed usual calm cadence.\n\n5:40PM: Major 5.8 aftershock!\n(M.M.—Fire) I had just finished warning people who were helping with searching Ford's about what to do in an\naftershock (what places to stay away from, where not to go, etc.) and it hit. Most of the falling rubble was down from\nthe initial earthquake, but more bricks and debris fell in the large aftershocks.\n(W.P.—Fire) We were anticipating major fires and were just inordinately lucky that the electric power was knocked out.\nSparks from frayed wires within the Pacific Mall would have caused major fires.\n(B.C.—Parks/Lifeguard) Working under Capt. S., the lifeguards were assigned to search and rescue teams. We went\nahead of the dog team searched every building along the Mall from top to bottom.\n\n6:15PM:\nM (E.E.—Fire) Within one hour of the quake, without notification, virtually 100% of all fire, police, public works and\nwater crews had reported back to work. EOC was fully operational with staff at each station: incident command,\nlogistics, shelter, fire, police. We sent runners out to check on the families of all our emergency staff so they could\ncontinue working without worry.\n(M.D.—Police) Officers on site crawled through all the voids in the debris at Coffee Roasting Company. Officers Y. and J.\ndid find a live person and one fatality on the 2nd floor of the building. City lifeguards helped in the removal of the\nvictims.\n2\n\n�(M.M.—Fire) When I got to Coffee Roasting Company, police were already checking it. I ran into a building engineer\nfrom Granite Construction on the way up the Mall and pulled him along with me to get an opinion on the stability of the\nCoffee Roasting building in terms of making rescue as safe as possible if needed. There were about 20 people already\nforming human chains lifting out debris. An employee of Coffee Roasting Company had not turned up outside and was\nconsidered trapped.\n\n6:40PM:\n(E.E.—Fire).Report that there was a rupture of main gas line at Market and Hubbard. Requested immediate conditions of\nwater service for fire fighting. Dispatched fire engine to scene. Tried to contact PG&E with no success. We were\nextremely lucky that nothing ignited the gas line area — a major fire would have crippled us.\n(M.D.—Police) Police arrived prior to PG&E at the major gas pipeline leak. Officer Z. took control, evacuating a five-block\nradius and positioning officers on the perimeter until PG&E was able to secure the gas leak.\n\n6:54PM:\n(P.B.—Fire) Pacific Operations requested site of temporary morgue. It was to be Emeline County Building.\n\n7:00PM\n(E.E.—Fire) Local mutual aid strike team arrived with 3 engines from Scotts Valley and Central Fire District (Aptos) to be\ndispatched as needed.\n(M.J.—Public Works) About 7:15PM we closed the Riverside Bridge. Barricades were up by around 8:00PM. Soon after\nwe closed Murray Street Bridge.\n\n9:18PM:\nEngine 3112 responded to woman in labor at Beach and Riverside.\n\n10:00PM:\n(J.F.—Public Works) With J.B.—Police and E.E.—Fire, determined we would need major help to inspect the city. City\nmanager approved the request and put in a call to the state Office of Emergency Services (OES) and requested 80 to 100\nengineers. Held our first EOC status meeting of all EOC staff, department directors, Mayor and City Council members\nwho were present. We held meetings every 8 hours thereafter until Sunday, Oct. 22.\n(Police) [Officers] S. and L.'s dogs went through during the evening and didn't \"alert\" for anyone alive under the debris.\n(W.P.—Fire) By midnight or early morning we had completed a primary search of all buildings on the mall and had begun\na more detailed secondary search.\nDay 2: October 18, 1989\n\n3:00AM:\nM (P.B.—Fire) First OES fire strike team arrives from Sonoma County with 5 engines.\n2:00—4:00AM Engineers in Southern California receive calls at their homes from the state OES to report to Anaheim\nfield for flight to Santa Cruz.\n\n8:30AM:\n3\n\n�(W.P.—Fire) Pacific Operations Command Post (PAC OPS) established at Cathcart and Pacific. Sonoma strike team\nreported for duty with heavy rescue equipment. Porta-Potty needed at PAC OPS.\n\nAfternoon:\n(W.P.—Fire) California Conservation Crews begin to work alongside City Public Works crews in cleaning up and removing\ndebris along Pacific Avenue. They also assisted in clearing out debris in search operations.\n\n2:33PM:\nM (P.B.—Fire) Asked who had fuel.\n(D.H.—Central Maintenance) No fuel at the City Corporation Yard, all tanks were down. INTRODUCTION\nA. Formation of Agency\nThe Redevelopment Agency of the City of Santa Cruz was formed on January 10, 1956 following the December 22-23,\n1955 floods. As originally formed, the Agency consisted of five members appointed by the City Council and an Executive\nDirector. The initial charge of the Agency was to develop a project to assist the City in recovering from the devastating\neffects of the December 1955 floods to the commercial/residential neighborhood along the San Lorenzo River.\nThe initial Redevelopment Plan, the San Lorenzo Park Project, was adopted on March 9, 1957 by the Santa Cruz City\nCouncil and the project area included the area bounded by Water Street, Ocean Street, Soquel Avenue and Front Street.\nThe City Council granted the Redevelopment Agency a broad range of powers with which to redevelop this area during\nthe life of the project from 1957 to 1982. As a result of this project, an intensified downtown urban core was developed.\nNew buildings within the project area included the County Administration Center, Holiday Inn, Villa Nueva Apartments,\nthree bank buildings and the San Lorenzo Park Plaza Shopping Center. The Agency was also instrumental in the\ndevelopment of San Lorenzo Park and the U.S. Army Corps of Engineers' San Lorenzo River Flood Control Project. Project\nfinancing during this period was largely provided by the predecessor to the U.S. Department of Housing and Urban\nDevelopment, the Urban Renewal Administration.\n\nB. Reorganization of Agency\nUpon completion of the redevelopment activities associated with the San Lorenzo Park Project in 1978, the Santa Cruz\nCity Council phased out the Redevelopment Agency as an independent agency and established the City Council as the\nAgency legislative body. Executive Director activities were assumed by the City Manager and other Agency financing and\nplanning activities were assumed by various City departments.\nActivities of Reorganized Agency:\nThe City Council, acting as the legislative body of the Redevelopment Agency, undertook a number of planning activities\nin the early 1980s to determine the next phase of downtown development activities. As a result of these planning\nactivities, in 1982 the City Council adopted a Downtown Parking Master Plan and the Pacific Avenue Design Plan. Both of\nthese planning efforts indicated that new initiatives were needed to insure the continued vitality and economic success\nof the city's downtown area. One of the most critical problems identified through these planning efforts was the lack of\nadequate off-street parking serving the Pacific Garden Mall. The Redevelopment Agency, through the San Lorenzo Park\nProject, had developed sufficient parking to serve the new developments in the downtown area. However, due to the\nfinancial impact of the 1955 flood, the downtown Off-Street Parking District had been unable to respond to the\nincreasing parking need created by construction of the Pacific Garden Mall in 1969. To address this problem, the City\nCouncil in 1984 adopted a new redevelopment plan, the North Mall Public Improvement Project. This project was\n1\n\n�developed to help finance the parking and other infrastructure work needed to assist in the continued revitalization of\ndowntown Santa Cruz. The redevelopment project boundaries were limited to the commercial properties within the\narea bounded by Water Street, River Street South, Soquel Avenue, and Cedar Street. Among its initial activities, the\nproject assisted in the funding of the second parking deck on the Lot 10 parking structure at the corner of River and\nFront Streets.\n\nC. Establishment of Redevelopment Agency as Operating Department\nOn October 17, 1989, Santa Cruz was struck by an earthquake measuring 7.1 on the Richter scale. The earthquake\ndestroyed over 50 percent of the downtown commercial core. It displaced over 250 commercial, professional and\nservice businesses, and hundreds of residents. In February 1990, the City Council established a Redevelopment\nDepartment as a separate City administrative entity to meet the challenge of rebuilding downtown Santa Cruz. The\nDirector of Redevelopment was to act as the Executive Director of the Redevelopment Agency. With its newly assigned\nstaff including the Current Executive Director Ceil Cirillo, and Assistant Director Joe Hall (formerly with the City's\nPlanning Department), the Redevelopment Agency simultaneously undertook a number of important planning and\nlegislative initiatives to begin the post-earthquake rebuilding effort.\n\nII. ADOPTION OF REDEVELOPMENT PROJECT\nA. State Emergency Legislation--SB39X\nA key initiative undertaken by the Redevelopment Agency was the introduction of emergency legislation to streamline\nthe adoption process for a new and expanded redevelopment project to assist in the post-earthquake reconstruction.\nThe necessary redevelopment legislation was introduced by Senator Henry Mello in the emergency state legislative\nsession which followed the Loma Prieta Earthquake. This effort took shape as SB39X and was subsequently signed by the\nGovernor on July 18, 1990. The bill established a process through which the Redevelopment Agency could merge its\nexisting North Mall Public Improvement Project and San Lorenzo River Safety and Beautification Project, and add\nadditional area to a new merged project to deal with the post–Loma Prieta earthquake rebuilding needs. Facilitated by\nSB39X, the Merged Earthquake Recovery and Reconstruction Project was adopted by the Santa Cruz City Council on\nOctober 25, 1990.\n\nB. Project Description\nThe Merged Earthquake Recovery and Reconstruction Project involved the merger of the project areas of the North Mall\nPublic Improvement Project and San Lorenzo River Safety and Beautification Project. These two areas are approximately\n325 acres. As part of the merger, properties in Harvey West/Portrero Street, Ocean Street, Soquel/Broadway/Ocean\nStreet, and Mission Street areas were added to the existing project area representing an additional 482 acres. The new\nmerged project area encompassed a total of 807 acres and provided a mechanism with which to address postearthquake reconstruction, as well as specific needs in those various areas.\n\nC. Project Planning\nThe second major City post-earthquake initiative was the creation of a 36-member public/private partnership—Vision\nSanta Cruz. Through this advisory body, business leaders and private citizens were able to quickly come together,\ndevelop a plan, and lay the framework for downtown rebuilding. Developed through public process, the Downtown\nRecovery Plan sets forth land use development standards, circulation, parking, and streetscape improvements for the\nDowntown Santa Cruz area. Additionally, the Plan included an economic strategy to be used to complement the physical\nrebuilding of the City's downtown area. The Plan was adopted by the City Council on September 10, 1991 and provides\nthe planning framework for the downtown redevelopment activities of the Merged Earthquake Recovery and\nReconstruction Project.\n2\n\n�III. ADOPTION OF EASTSIDE PROJECT AREA\nA. Eastside Business Improvement Project\nOn October 9, 1990, the City Council adopted the Eastside Business Improvement Redevelopment Project. This project\narea includes the commercial properties adjacent to Water Street and Soquel Avenue from Branciforte Avenue on the\nwest to Capitola Road on the east.\n\nB. Project Activities\nEstablishment of the Eastside Business Improvement Project Area was the first step in addressing existing parking, traffic\ncirculation and other blighting conditions in the area and encouraging development on the Eastside of Santa Cruz. To\nidentify priorities and establish a planning framework for the Eastside Redevelopment Project Area, in the spring of\n1992, the Redevelopment Agency appointed a 12-member Eastside Plan Advisory Committee consisting of business and\ncommercial property owners, and residents from the adjacent neighborhood. To prepare the Plan, the Committee held\nfive neighborhood workshops focusing on issues ranging from bicycle/traffic, building design and parking. Through this\nprocess, the Eastside Business Improvement Plan was developed which addresses urban design, parking, traffic, and\nmarketing programs necessary for the improvement of the Eastside Business Area and elimination of blighting\ninfluences. The Plan was accepted by the City Council on March 22, 1994.\n\nIV. REGIONAL ECONOMIC MARKET\nA. Downtown Santa Cruz\nThe downtown Santa Cruz that residents know today had its origins in the early 1800s. As the Santa Cruz Mission\nexpanded, new commercial developments were attracted in the 1830s and 1840s to what is now the Pacific Avenue. The\ngold rush propelled downtown Santa Cruz to significant growth as a supply base for lumber and other light\nmanufactured goods. The Southern Pacific Railroad created a second growth period with its arrival in the 1880s. Rail\nservice expanded Santa Cruz's recreational use by San Franciscans and made possible the construction of a waterfront\ncasino in 1906.\nThrough the early years of the 1900s to the post World War II era, downtown Santa Cruz was the key commercial hub of\nnorthern Santa Cruz County. Buildings and the physical infrastructure of the downtown were developed to serve the\ncommercial needs in this era. Following World War II, commercial growth continued in the downtown area with the\nconstruction of a large number of office, bank, and retail uses as part of the San Lorenzo Park Plaza Redevelopment\nProject. Construction of the Highway 1 freeway allowed growth to expand easterly.\nIn the early 1960s, commercial growth in northern Santa Cruz County began to shift to 41st Avenue which was ultimately\nannexed to the City of Capitola. The 41st Avenue area offered open spaces and available building sites for new\ncommercial development, which, unlike downtown Santa Cruz, would be developed to accommodate the automobile.\nDuring the 1960s and 1970s, retail growth in downtown Santa Cruz slowed in comparison with 41st Avenue, and the\nCapitola Mall absorbed the largest percentage of new north county retail growth. With the completion of Gottschalks\nDepartment Store in 1991, the Capitola Mall totaled over 600,000 square feet.\nWithin this competitive context, Santa Cruz had undertaken a number of projects to maintain the downtown\ncommercial core. These projects included construction of the Pacific Avenue Garden Mall, the establishment of an OffStreet Parking District and a Downtown Promotion District.\n\nB. Eastside Business Area\n3\n\n�The Eastside Business Area contains over 130 retail establishments which occupy approximately 430,000 square feet of\nretail space. The area consists of auto dealers, eating and drinking establishments, food stores, home furnishing and\nappliances outlets, specialty and other retail uses. As with downtown, the 41st Avenue areas has historically been the\nmajor competition to the Eastside Business District.\nNumerous shops and buildings in this area were constructed in the period from 1920 to 1960 and did not offer either\nthe commercial square footage or parking to easily compete with the 41st Avenue Mall. In response and similar to\ndowntown, the Eastside Business Area shifted its market orientation to more closely serve the needs of the adjacent\nresidential area. Numerous activities have been undertaken by the Agency to assist in this process. These activities\ninclude the development of adequate off-street parking and other support facilities to ensure a successful transition to a\nnew market focus.\n\nC. South of Laurel/Beach Area\nThe Santa Cruz area has long been a recreational destination for Northern Californians. The City of Santa Cruz, especially\nthe South of Laurel/Beach area, is the major destination, providing a warm climate and sunny, white sand beaches in\naddition to lodging, events year round, and the Boardwalk amusement park. It is estimated that this area serves over\nfive million visitors annually from the San Francisco Bay Area and from locations in the United States and abroad.\nThe South of Laurel/Beach area is also home to more than 5,800 residents. With the exception of Beach Hill properties,\nthe residential units are generally small, often overcrowded and sometimes severely substandard. Improvement of the\nphysical infrastructure, housing and employment base in this area is vital to maintaining this area's significant\ncontribution to the City of Santa Cruz's economy.\nIn 1998, the Redevelopment Agency, Planning Department, and City Council adopted the Beach/South of Laurel\nComprehensive Area Plan in an effort to improve this area. In California, the battle for women's suffrage started 99 years ago.\nThe fight for California women's suffrage came during the presidential campaign year of 1896. The campaign brought\nthe top celebrities of the movement to Santa Cruz, including town-founder Elihu Anthony's relative, Susan B. Anthony.\nThe Santa Cruz Sentinel was strongly in favor of suffrage, while the Surf was opposed.\nIn May, a suffrage convention was held at the Methodist Church, which was decorated with yellow flowers, the color of\nthe suffrage movement. Bows of yellow ribbons were worn as symbols of support. The Civil War Women's Reserve\nCorps represented the local veterans’ hall. But supporters were urged to give up their seats for any opponents who\ncame.\nMen were seated in a block in the central pews, with women on the side aisles. The Yellow Ribbon Choir opened with\nsuffrage songs. Then author Elizabeth Yates approached a podium draped with an American flag showing only three\nyellow stars. They stood for Colorado, Wyoming and Utah, the only states where women had the right to vote for\npresident. She told the convention that denying women the vote put them in the same class as Chinese, Indians, idiots\nand criminals.\nThe following day, the featured speaker was a national celebrity, the Rev. Anna Shaw, who in 1880 was ordained the\nfirst female Methodist minister and was a leader in the nationwide movement to win the right to vote. Her companion\nof 30 years was Lucy Anthony, niece of Susan B. Anthony. Shaw's popularity required meeting at the larger YMCA Hall on\nPacific Avenue. She described the evolution of American voting rights, at first restricted to male church members, then\nmale property owners, then all white men, then including black men.\nShe said women built the country as much as men did, and they should not be denied the right to vote. She gave a pointby-point response to locally voiced objections, and concluded that only the dead and the foolish never change their\nminds, and aren't worth convincing. The Surf newspaper reported that her speech was much better than one she gave in\nSanta Cruz a year earlier, and refrained from calling men \"the tyrant sex,\" since only men would decide the fate of\nwomen's suffrage.\nIn July, the State Suffrage Association met at Native Sons Hall. Oakland's Unitarian pastor, Eliza Wilkes, delivered her\nchurch's endorsement. She said some feared that voting would make women aggressive and less feminine. \"Three years\nago, the Presbyterians wondered if women should be permitted to pray in church,\" she said. Others, like the Christian\nChurch, \"have gone so far as to ordain female ministers\" as a show of support.\n1\n\n�Two weeks later, a convention at Garfield Park tabernacle provided the largest hall yet for the overflow crowds who\ncame to hear Susan B. Anthony. \"The moment a woman marries, she loses custody of her rights and property\" to her\nhusband, Anthony said. In spite of \"my 30 years of teaching, an uneducated man would earn $30 a month, and I only\n$1.50 a week.\"\nHow can a woman be a real American, she asked, \"if she is subject to taxation without representation? . . . Some insist\nthat the majority of women don't want to vote. And I reply, neither do the majority of men, but just try taking their\noption to vote away.\" Numerous outbursts of applause were concluded with a church resolution of support.\nA reception was held for Anthony at the St. George Hotel dining room, which had been leased as suffrage headquarters.\nSuffrage gained endorsements from the state Republican, Populist, and Prohibition parties, and a one-third vote from\nthe Democrats.\nBut state suffrage was defeated that November. Florence Matheson, a Felton woman who worked for the San Francisco\nExaminer, said the movement suffered internal dissent because seven Easterners, and no Californians, led the state\ncampaign. They made arguments suited to more oppressive conditions back East than in California, she said. This didn't\nmesh with California voters, who had a defensive kind of state boosterism and were trying to overcome an image as the\nWild West. She graduated from San Jose State and received a master’s degree in Germanic languages from Stanford. She married Werner Gurcke, a German citizen, in 1936 in Santa Cruz. Starr Pait Gurcke translated documents concerning Mission Santa Cruz and Villa de Branciforte for local historians and the County of Santa Cruz. She died in Santa Cruz in 1997. Her family’s story is told in the book “We Were Not the Enemy” by her daughter Heidi Gurcke Donald. She served as President of the League of Women Voters of Santa Cruz County; officer in the Rural Bonny Doon Association; office manager and Executive Committee member of the Santa Cruz Group of the Ventana Chapter of the Sierra Club; member of the Santa Cruz County Planning Commission; and member and Chair of the Board of Commissioners of the Santa Cruz County Housing Authority. \r\n\r\nOne of her most significant personal accomplishments was saving an isolated and fragile outcropping of the Santa Cruz Sand Hills. As private citizens, Marilyn and a small group of other dedicated volunteers worked for years to halt the clearing of what would later be recognized by the state as one of the ten most important botanical sites in California.
