The Association, a private, non-profit group, had been formed to acquire property for\ndevelopment of an airport on the Swanton Tract. Some property owners donated property, others\nsold it to the Association at below market value.\n10/1946 The proposed Swanton Tract Site for the Santa Cruz airport is included in the National Airport\nPlan and the Civil Aeronautics Administration tentatively allocates $29,795 for its development.\n2/1947 Sky Park Airport, a private field built by Jack and Lola Graham on their property, begins operation\nin Scotts Valley. One of its primary purposes is to provide a facility for training of pilots under\nterms of the G.I. Bill.\n4/1947 A detailed set of plans and engineering drawings for the Swanton Tract airport is completed but the\nCity of Santa Cruz is forced to withdraw its request for CAA funds. Only about half of the property\nneeded for the airport has been acquired and the City's funds are exhausted. No budget is available\nfor site development.\n7/1948 Santa Cruz Airport Commission encourages City Council to condemn the remaining private\nproperty required for Swanton Tract airport.\n\n1\n\n�8/1948 City of Santa Cruz files a new request for CAA funds but does not receive approval.\n12/1949 Funds are still lacking to complete Swanton Site acquisition. City and County discuss possibility of\nforming an airport district.\n8/1952 Because of continuing urban development and the City's inability to acquire additional property,\nthe Swanton Tract site no longer appears advisable as an airport location.\n7/1953 State Director of Aeronautics, B.M. Doolin, submits report, requested by City of Santa Cruz,\nrecommending an airport development policy for the City. The report recommends that if the City\ncan obtain sufficient money from sale of Swanton airport site to acquire a more desirable site, then\nit should do so. Several sites are investigated in the study and none are found to be free of\nundesirable features. Sky Park is the most feasible site for development of a municipal airport.\n10/1954 Capitola Airport is abandoned. Owners Russell and Ester Rice transfer their airport operations to\nSky Park which they have been leasing from the Grahams.\n5/1957 Santa Cruz Chamber of Commerce passes a resolution encouraging City to sell lands originally\nacquired for Swanton Airport and to use the money for acquisition and operation of Sky Park. An\naccompanying study cites the advantages of Sky Park. A heliport can be developed there to provide\nshort-haul public transportation with connections to Watsonville Airport which can be expanded to\nmeet the needs of the jet age.\n11/1958 Plans are formulated for development of a coffee shop and other resort-type facilities at Bonny\nDoon. Local opposition is aroused.\n1959\nMost of Swanton Tract site is sold with money going into an Airport Fund.\n8/1960 The City of Santa Cruz is again urged to acquire Sky Park, this time in a citizens' group report\ncalled \"Santa Cruz of Tomorrow\". Reasons are stated why Watsonville Airport cannot adequately\nserve the needs of the Santa Cruz area. Realignment of the Sky Park runway to add 500 feet is\nproposed.\n7/1961 H.K. Friedland & Associates completes a Preliminary Airport Site Selection Study under contract\nto the City of Santa Cruz. Nine sites are examined. Sky Park is deemed inadequate because many\nFAA criteria cannot be met and federal aid therefore would not be obtainable. A site on the Wilder\nRanch, two miles west of the city limits, is selected as the optimum location.\n8/1961 Santa Cruz Airport Commission in a report to the City Council disagrees with Friedland study\nrecommendation. Commission instead notes that Sky Park is for sale, that it is the best facility for\nairport purposes, and that \"federal assistance is not practical nor necessary for the acquisition and\ndevelopment of an airport\". The City -- in cooperation with the County, if possible -- is urged to\nacquire the Airport.\n11/1961 Santa Cruz City Council requests the California Aeronautics Commission to grant waivers of\ncertain Sky Park deficiencies and, in the event the City and/or the County of Santa Cruz purchase\nthe airport, to reissue an airport permit.\n1/1962 Santa Cruz City Council approves a resolution to acquire Sky Park.\n10/1962 City Council approves agreement to purchase the 45.8 acre Sky Park property from owner Jack\nGraham for $197,000. The agreement calls for an initial payment of $120,000, obtained as\nproceeds from the sale of Swanton tract airport property, for approximately 27.5 acres with\nadditional acreage to be purchased with payments of about $10,000 per year to be spread over 8\nyears. The parcels not immediately acquired will be leased by the City for $100 per month until\npurchased. The existing lease between Graham and Russell and Esther Rice for operation of the\nairport will be honored by the City.\n11/1962 State Division of Aeronautics reissues airport permit for Sky Park.\n\n2\n\n�10/1963 Santa Cruz City Council requests that the Sky Park property be excluded from the proposed\nincorporation of Scotts Valley.\n1/1964 Sky Park property is annexed to the City of Santa Cruz.\n3/1964 Bonny Doon Village Airport remains open, but is no longer available for public use.\n1965\nJames Dahm takes over the Rices' lease for operation of Sky Park.\n6/1966 Master Plan of the Santa Cruz Municipal Airport (Sky Park) is approved by Santa Cruz City\nCouncil.\n7/1966 City of Santa Cruz requests $11,700 in federal aid for construction of a realigned runway and\nparallel taxiway at Sky Park. Total project cost is estimated at $23,400.\n8/1966 Federal Aviation Administration turns down Sky Park grant application because the proposed\nconstruction would not meet federal standards:\n- a 20:1 approach slope from the north is impossible unless the approach path is angled;\n- 100' is required between runway and taxiway centerlines and only 85' is planned at the north end.\n- a hangar is only 125' from the runway centerline (200' is minimum);\n- terrain prevents extending the runway to more than 2,200' usable length, too short for Basic\nUtility II standards.\n1966\nCity of Scotts Valley is incorporated.\n3/1968 Lease agreement between City of Santa Cruz and James Dahm for operation of Sky Park is signed.\nLease is for 25 years.\n1968\nRealigned runway at Sky Park is constructed.\n11/1973 Bonny Doon Airport is sold by Mount Hermon Association.\n8/1975 Request for a use permit to install an aircraft repair facility at Bonny Doon is denied by County\nBoard of Supervisors because of strong local opposition. Since the airport predates land use zoning\nfor the area it can remain, but only at the level of use occurring in 1958 when the zoning took\neffect.\n10/1975 County does a \"Preliminary Initial Study\" of Sky Park to provide background for development of\nairport policies to be included in the County Regional Transportation Plan. The policy as ultimately\nadopted by the County Regional Transportation Commission recommends that Sky Park remain a\nrecreational airport operating at a level no greater that it then is. The unincorporated community of Freedom lies\nimmediately to the north and east of the airport. It is the only major airport in Santa Cruz County. The airport provides\ngeneral aviation services for Santa Cruz County and the adjacent areas of Monterey County. No scheduled airline service\nis currently [1991] available, although air taxi services are experiencing ever growing demand. The California Aviation\nSystem Plan and the NPIAS identify the airport as a utility airport serving general aviation and business jets.\"[1]\n\nHistory\n\"In 1939 the site for the Watsonville Municipal Airport was acquired by the City at a cost of $125,000.\"[2]\n\"Development of Watsonville Municipal Airport began in 1939 after passage of a local bond issue and receipt of a grant\nfrom the Civil Aeronautics Authority. The site was acquired and two runways with parallel taxiways were constructed.\nDuring World War II the airport became a military field known as the Naval Auxiliary Air Station, Watsonville. The Navy\nacquired additional property and constructed various improvements including a large apron area and numerous\nbuildings.\n\"After the war, the airport reopened for public use in March 1946 and formally reverted to the city in accordance with\nan Instrument of Transfer dated July 13, 1948. A portion of the main military building area was separated from the\nairport and became city school property. New airport construction undertaken during the 1950's and 1960's included Thangars, runway and taxiway lighting, a midfield exit taxiway, and new fencing. Airport Boulevard was built in stages on\na new alignment along the airport's east side replacing the existing Roache Road. Many of the military buildings were\nremoved during this period.\n\"More recent development has included apron lighting installed in 1971, a terminal building constructed in 1974, VASI\ninstallation on Runways 1 and 19, and expansion of the apron area in 1980 and additional T-hangar space added\nincrementally as recently as 1984. A Localizer installed in 1976 enabled establishment of a nonprecision instrument\napproach and a Marker Beacon added in 1980 improved the procedure. A city fire station, Station No. 2, was established\nat the airport in 1978 to serve the airport and surrounding areas.\n\"Another important event in the airport's development history was the beginning of the West Coast National Antique\nFly-In in 1964. This annual affair, now one of the largest in the U.S., requires the set-up of an extensive amount of\ntemporary facilities both to park aircraft and accommodate the large crowds. No substantial permanent facilities have,\nhowever, resulted solely because of the Fly-In.\"[3]\n\nLayout and Facilities\n\"... Today [1991], the airport covers 330 acres and is the base for approximately 400 aircraft.\"[4]\n1\n\n�\"... The two runways remain in the configuration and length originally constructed. Runway 1-19, oriented roughly\nnortheast-southwest is the primary runway, 4,501 feet long. The crosswind runway, 8-26, runs east-west and is 3,999\nfeet long. The airport's building area lies in the southeast quadrant of the intersecting runways.\"[5]\n\"... Runway 8-26 is 100 feet wide and Runway 1-19 is 150 feet wide. Both runways are served by full length 50 ft. wide\nasphalt parallel taxiways. The apron areas provide parking for 314 aircraft. ... In the terminal area, there is a 4,500\nsquare feet concrete block administration building, approximately 92 T-hangar units, and several hangars for aircraft\nstorage and maintenance shops.\"[6]\n\nActivity\n\"An understanding of an airport's current and past activity forms the basis for projecting and evaluating future facility\nneeds and financial condition. The two primary measures of activity at a general aviation airport are the number of\naircraft based on the field and the number of aircraft operations which take place there annually. At Watsonville, a\nparticularly significant issue is whether the airport has or soon will have sufficient activity to justify establishment of an\nAir Traffic Control Tower.\"[7]\n\nBased Aircraft\n\"The number of aircraft based at Watsonville Municipal Airport has historically shown a steady and substantial increase.\nThe growth has been particularly dramatic in recent years, more than doubling from 145 in 1977, when data was\nassembled for the last Master Plan, to some 320 today [1986]. Much of the increase occurred in 1982 following closure\nof Santa Cruz Sky Park which had been the only other public-use airport in Santa Cruz County. Lack of developed space\nhas limited growth in the last two years.\n...\n\"Watsonville Municipal Airport serves a countywide area. This fact is demonstrated by the geographic distribution of the\nairport's based aircraft owners (determined by a list of their mailing addresses [1986]), as illustrated in Figure 9 [not\nincluded in web version]. Only some 22% of Watsonville aircraft owners (including fixed base operators) have\nWatsonville addresses. The surrounding unincorporated communities bring the total for the Watsonville area to about\n27%. Most of the remaining owners are from the City of Santa Cruz and other central Santa Cruz County communities.\nAltogether, 85% of Watsonville based aircraft are registered to owners with Santa Cruz County addresses.\n\"Not surprisingly, the Watsonville airport's countywide role has become more prominent since Santa Cruz Sky Park has\nbeen closed.
